The journal was established as a quarterly in 1993 by Theodore Cross , a "champion of civil rights"[ 1] editor-in-chief .[ 2] [ 3] [ 4] [ 5] JSTOR .[ 5] [ 6] [ 7] [ 8] Rhonda Sharpe and William Darity it is "a key resource for publicly consumable statistical reports about the status of blacks in higher education".[ 9] [ 10]
Its publisher is headquartered in Bartonsville, Pennsylvania .[ 6]
