I am trying to add some biographical details such as my father was married for 50 years, had two children and four grandchildren. I gave an explanation in the last paragraph there: The redirection links can be coloured by adding relevant style declarations to your Style Sheet file, either local (say, at en-wiki only) or global (at Meta wikimedia). Here is an example link to my global CSS file:

No, I can't remove the template because you appear to have made many contributions to the article. An editor thinks something might be wrong with this page. That editor won't actually make any effort to fix it, but can rest assured that they've done their encyclopedic duty by sticking on a tag. If you have a year and bill number, or perhaps just the name of the bill or the sponsor, you can look any legislation up on https://www.congress.gov/ and see all the votes and referrals that have taken place.
